At #translatewiki there is a requirement for a minimum number of localisations. The objective is to find at least some localisations in the user interface when a language is selected.
Cherokee is one of the languages that does not have the required minimum of 65 localisations for MediaWiki. Some of the localisations that do exist are in need of attention; one of our localisers identified several messages that needed his attention.
As the required minimum of 65 messages is not reached, these improvements are not finding their way into the MediaWiki code base. To resolve this, we need someone who is competent in helping us with the localisation of MediaWiki in Cherokee.

Not sure where you got the 65 number from, but that's not correct. I assume you may have misinterpreted this thread on translatewiki.net.
The current threshold is completion of the most often used messages in MediaWiki, some 491 translations. For technical reasons, these can be any 491 translated messages, or 18% of all non-optional, non-ignored messages in MediaWiki core.
